Having graduated in Law and Economics from the University of Adelaide, Stephen served as an adviser at State, Territory and Federal levels, in both government and opposition.
In the 2000’s, he worked in corporate governance and on a range of boards, including as Chair of Julia Farr Services, and on the South Australian Dental Service Board.
For more than 20 years Stephen was involved in the church at Norton Summit linked to Tom Playford’s family.
Entering the Legislative Council of the Parliament of South Australia in 2006, he served continuously on the front bench for almost 15 years, including four years as the Minister for Health and Wellbeing. As Minister, he provided leadership to the state’s health response to the COVID-19 pandemic and served as chair of the national Health Ministers’ Meeting.
A Fellow of the Australian Institute of Company Directors, Stephen currently serves on a range of boards, including as chair at Community Living Project Inc and a member of the Board of RSL Care SA.
